Public Authorities are required by law to have persons designated in the roles of Handler and Controller under Section 29 (5) RIPA 2000. Our RIPA CHIS training will ensure staff can obtain direct and manage CHIS safely and apply for appropriate authorisations under the Regulation of Investigatory Powers Act if using Covert Human Intelligence Sources (CHIS). It is critical staff undertaking the role of the Handlers or Controllers have the appropriate knowledge, understanding and training to ensure RIPA and Investigatory Powers Commissioners Office (IPCO) compliance

Aim

This Covert Source Management course will provide an understanding of the statutory requirements of the Regulation of Investigatory Powers Act 2000 and Codes of Practice for those undertaking the statutory roles of CHIS Handler or Controller.  
This practical, structured RIPA CHIS Training training course gives you a comprehensive understanding of the legal regime to manage CHIS under RIPA. You’ll learn how to  manage, direct and risk assess deployments of CHIS

Who should attend

This course is designed to provide the necessary knowledge and understanding and is tailored for those undertaking the roles of CHIS Handlers or Controllers for their organisation as governed by Section 29 5 (a) (b) of RIPA 2000. This course will provide RIPA CHIS Controller or Handler certification.

Learning Outcomes

  1. Explain the legal requirements of RIPA 2000 including the implications of the Human

  2. Rights Act 1998, CHIS Criminal Conduct Act 2021 and CHIS Codes of Practice (2022)

  3. Explain the statutory roles of Handler, Controller and Authorising Officer in the deployment of CHIS

  4. Demonstrates application of the role of the Handler/Controller in the deployment of CHIS

  5. Demonstrates can comply with law, policy and CHIS Codes of Practice in undertaking the role of Handler/Controller

  6. Demonstrates is able to communicate effectively and build effective rapport with CHIS

  7. Demonstrates is effective in the deployment of Covert Methodology and Tradecraft

  8. Demonstrates is able to record, evaluate and disseminate information accurately

  9. Explain how to apply procedures to ensure proper record keeping

  10. Demonstrates is able to complete RIPA Applications and consider the statutory tests

  11. Explain the implications of caselaw relevant to the deployment of CHIS

  12. Explain procedures to ensure management of material to ensure compliance with CPIA1996, CPS Disclosure Manual and Attorney General’s Guidelines on Disclosure

  13. Explain the role and requirements of the Investigatory Powers Commissioners Office
