Public Authorities are required by law to obtain appropriate authorities under the Regulation of Investigatory Powers Act if using Surveillance or Covert Human Intelligence Sources (CHIS). It is critical staff undertaking the role of the Applicant have the appropriate RIPA Applicant training to gain the knowledge, understanding and training to ensure RIPA and Investigatory Powers Commissioners Office (IPCO) compliance

Aim

To provide an understanding of the statutory requirements of the Regulation of Investigatory Powers Act 2000 and Codes of Practice. This practical, structured RIPA Application course gives you a comprehensive understanding of the legal regime to cover Surveillance application training and CHIS application training. This can be tailored to what covert techniques or RIPA applications you will completing under RIPA. You’ll learn how to complete and submit applications, reviews, renewals and cancellations under RIPA.

RIPA 2000 Training
  1. Explain the legal requirements of RIPA 2000 including implications of the Human Rights Act and recent changes in CHIS Codes of Practice

  2. Identifying and understand the practical application of what constitutes a CHIS

  3. Explain what constitutes Directed Surveillance

  4. Explain what constitutes ‘private information’

  5. Define the boundaries and national Guidance around Internet Intelligence and Investigations and what Social Media Activity requires authorisation under RIPA

  6. Explain the 3III open-source model relating to Internet Intelligence and Investigation

  7. Define the roles of the Applicant, Gatekeeper, Authorising Officer and Senior Responsible Officer

  8. Summarise the application, authorisation, review, renewal, and cancellation process under RIPA 

  9. Identify the 7 key decision points for an AO /SAO under RIPA 2000 

  10. Summarise in an application the 7 key decision points under RIPA for consideration by an AO

  11. Explain the implications of current caselaw R Sutherland, Rv Johnson, R v Palmer

  12. Explain the role and requirements of the IPCO [Investigatory Powers Commissioners Office]. 

  13. Apply procedures to ensure proper record keeping.
